I work at the humane society - do I have the right?

The guy is an idiot and a jerk. If you can effectively correct him, go ahead. What exactly is a community service worker? Is this something he was sentenced to? If your skills don't solve the problem, complain to whatever authority he is under. Also explain to your supervision he is creating a hostile work environment.
